Full job description
Duties may include, but are not limited to, the following: Meet with County management and department heads, analyze and make recommendations on budget requests for a functional group of departments.Participate in and oversee the development and administration of departmental budgets includingrevenue projections and forecasting, multi-year cash flow analysis, cost containment and distribution and grant fund disbursement; monitor revenues and expenditures; identify and recommend resolutions for budgetary concerns.Communicate budget completion schedules, calendars and deadlines; assist County departments with the budget process and ensure timely completion. Provide administrative and budgetary assistance to departments.Review departmental budget submissions for completeness, accuracy and the appropriate use of funding sources and adherence to County policies and priorities.Facilitate and coordinate the resolution of cross-departmental budgetary issues, including identifying procedural solution. Review, research and analyze departmental budgets and provide recommendations on departmental position changes and funding appropriations. Participate in and support audits of regulatory or organizational requirements; work with assigned departments to ensure audit recommendations are implemented and that departments comply with applicable policies and procedures. Conduct research, surveys and/or analysis of legislation, contracts, programs and organizational staffing patterns to determine fiscal and administrative impact. Perform administrative reviews of various documents, contracts, ordinances, agreements and fiscal transactions. Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations, programs and service delivery methods and procedures to maximize funding and minimize costs; identify opportunities for improvement and develop recommendations,Review and develop reports, presentations and Board of Supervisors agenda items, resolutions, ordinances, and correspondence regarding assigned activities. Perform a variety of duties related to grant management, including preparing government required grant status reports.
EXAMPLE OF DUTIES
BUDGET ANALYST IIExperience: Two (2) years of responsible professional experience in a public agency or administrative position involvingfiscal and administrative analysis.OROne (1) year of successful performance as a Budget Analyst I in Merced County.Education: Equivalent to graduation from a four (4) college or university with major coursework in public or businessadministration or a related field. (Additional directly related experience may be substituted for education on ayear-for-year basis.)BUDGET ANALYST IIIExperience: Three (3) years of progressively responsible professional experience in a public agency or a managerial,administrative, or staff position which includes the analysis of sensitive, complex administrative or fiscalmatters and the development and implementation of recommendations.ORTwo (2) years successful performance as a Budget Analyst II in Merced County. Education: Equivalent to graduation from a four (4) college or university with major coursework in public or businessadministration or a related field. (Additional directly related experience may be substituted for education on ayear-for-year basis.)
